Interesting photo. There would probably be more comments if you gave us a hint as to what it represents. I have a guess, but, it’s only a guess. Would love to “know.”

Well, I’m certainly glad I asked. My guess was totally wrong. I thought that, perhaps, it was a memorial (using bike locks w/ date of death) of people who had been killed while riding their bikes throughout Europe…something I used to do all the time. Glad I was wrong. ?

I have seen “this” bridge before, but do not remember the context of the locks. A promise:
“Paris city officials have started to remove padlocks symbolically fastened to one of the French capital’s main bridges by loved-up couples. Tying a “love lock” on to the Pont des Arts before throwing the key into the River Seine beneath has become a tourist tradition in recent years.” This seems to be the first bridge.
“Amsterdam has two known locations, where romantic couples leave locks, both classic Dutch draw bridges: – Staalmeestersbrug, the bridge that crosses the Groenburgwal. A very popular photo location, with the beautiful Zuiderkerk tower in the background. – The Magere brug (or Skinny Bridge) that crosses the river Amstel.”
A Google search reveals that there are bridges all over the place where this is now done.
